Mandatory licences are for large HMO’s as of the 1st of October 2018, these are 5 or more people forming 2 or more unrelated households sharing facilities. This is now irrespective of the number of floors.

Mandatory licence is an indefinite scheme. Each licence lasts 5 years from issue date unless otherwise stated on your licence.

Please note that you will have 28 days from the day you start your application to submit. Failure to complete your application within the 28 days may result in enforcement action being taken against you, and your licence fee may increase.

Please note the criteria of a Mandatory HMO licence includes:

• Planning consent required
• This is any HMO with 5 or more people forming a min of 2 or more unrelated households and sharing a facility ie. Kitchen, bathroom etc
• Example could be 10 people sharing facilities, forming 5 unrelated households (5 x couples)
• 5 people forming 3 households (2 x couples and a single person unrelated)
• Many combinations allowed as long as min 5 occupants forming 2 (or more) unrelated House Holds sharing a facility.
• Must have sufficient room sizes/space standard observed and facilities to be sufficient for requested occupants i.e. 5 to 1 ratio observed e.g. 1 bathroom to 5 people etc.
